Recommendation: Seek clarification with Mae Taylor Sweeten on the process to finalize the categorical definitions and criteria for the state rules, particularly as it pertains to the E&E Task Force's responsibility.
Recommendation:
1) In order to bring uniformity to the forms used, meet teacher acceptance, cross boundaries issues, and help parents, the State Office of Education endorse the current Wasatch Front form format when revised and encourage rural districts to consider use of the form.
2) Field test the forms for a period of time and make improvements only in areas where concerns are expressed.
Recommendation for the user's manual:
1) Include the definition of "Parent" (Section 300.19, page 55071) and in 300.19 (b) strike out the phrase "State law may provide that".
2) Extend it to include definition of "surrogate parents" (Section 300.515 Surrogate Parents, page 55101.)
Recommendation: The manual be called the Training and Reference Manual instead of the User's Manual.
Questions for the Planning Committee:
1. Is the "manual" for the trainer or trainee?
2. What is the difference between eligibility criteria and guidelines.
3. Are guidelines going to be part of the State rules?
(Dale stated that once the federal regulations are finalized the State will review present guidelines and update them. He said that guidelines are standards of practice.)
4. What is the difference between regulations, rules, user's manual, and guidelines?
We recommend consolidation of information rather than numerous documents that will confuse the users.
