Recommendations for the Reporting Component of the New Monitoring Plan

What information USOE needs:

Monitoring results from LEAs
State Assessment
CAP Verification/documentation
Progress reports-Past performance vs what is happening now
Parent input
Student input (Older students and those who have reached the age of majority)
New federal requirements as they become available

What information districts need:

Superintendents

Commendations
Major Systemic issues
Final Close-out letters
(We currently don't send the Interim report to the Superintendent)

Special Education Directors

All of the information provided to Superintendents
Pre-briefing-Ask districts what information they need
Pre-briefing-Tailor the on-site data collection process to meet district needs (i.e., group/individual interviews, file selection procedures-by teacher or school, file reviewing procedures-teacher present or not, TA provided or not)
Individual Student reports (At time of the outbriefing, if possible)
Written outbriefing report of systemic issues, commendations, and recommendations, if possible
Specific reports chosen from a menu that would include reports by school, team, teacher, district, coordinator, disability area, LRE area, grade, age,
Corrective Action Plan (need a better term)
Need a clear form with clear instructions
Internal monitoring-What is it? What documentation is needed? \
Provide training and procedures for completing CAP
Personalized menu of options districts may use when implementing the correction action plan (Where and from whom to obtain assistance)

What information parents need:

Information about where to get information or assistance-Who are the contact people
Final report information
Ways for districts to be proactive:
District-wide newsletter that summarizes monitoring results
Provide monitoring information to parents when providing procedural safeguards
Parent survey data collected across the district
Include parents in the data collection prorcess
Get the Parent Center involved

Format for New Statute/Regulations that need to be changed or added and Ways to Monitor

NOTE: Data collected on all new requirements will be reported as recommendations during the 1998-1999 school year with TA or guidance provided thus, giving districts a chance to implement the new requirements.

Self Monitoring

Need to discuss what parts of the monitoring system could be self-monitored. Should be based on past performance. All districts should be monitored on new requirements.

Feedback from LEAD

Need to get feedback from LEAD regarding the monitoring process

Surveys- Teacher and Parents

Expand the sample of teachers and parents included by using a simplified survey process.
