  1. Federal Monitoring this Fall
  2. The public input meetings will be held the week of October 5th and the on-site visit will occur the week of December 7th. The monitoring will be more of a "focused monitoring’ approach based on previous monitoring records and public input.

  3. Utah Law Conference – August 4-5th
  4. Melinda Maloney won’t be able to present but JoLeta Reynolds will most likely be here. On Monday, August 3rd due process training will be presented in the morning and mediation training in the afternoon. Dale Sheld suggested that the training sessions be videotaped.

  5. Task force Updates

    Evaluation & Eligibility

    They suggest changing the term "pre-referral interventions" to "at-risk interventions". This committee is continuing to meet to work on recommendations for the eligibility criteria for all of the disability areas.

    IEP

    Tom Burchett presented the IEP Task Force’s recommendation for revising the table of contents for the state rules. The Planning Committee suggests placing the procedural safeguards section at the beginning of the state rules in a separate section. He also presented a different format for organizing each section of the rules. (See sample handouts.)

    Interagency Agreements

    The Planning Committee recommended that the Task Force use the language from the old rules and add the agreements in as attachments. The Task Force is working on the agreement concerning healthcare and Medicaid.

    Procedural Safeguards

    The Planning Committee recommended that information regarding independent educational evaluations should be included in the procedural safeguards section of the state rules. It was decided that districts would decide where to place specific elements on their forms rather than follow a consistent pattern in all districts.

    State Assessment

    This Task Force is "on hold" pending the final regulations. There will be an inservice for USOE and ULRC staff next week.

    State Improvement Grant and CSPD

     

    The RFP is expected sometime in May. Information is being assembled for putting the proposal together including needs assessment data on student outcomes, personnel shortages, federal citations on past monitoring visits. Attempts are being made to coordinate with all other title programs.

    Discipline

    This Task Force is "on hold" pending the final regulations.

    Monitoring

    This Task Force met with Ginger this week and reviewed information discussed thus far with her as well as the federal monitoring information from the OSEP Leadership Training held in April.

    Finance

    No new information.

    Placement

    No new information.

     

    4. Timeline for State Rules Development

    USOE will read through everything the Task Forces have recommended. Mae suspects that the public hearings will be held during the summer months. She also indicated that the three required readings with the State Board of Education could be accomplished at the same time that the public hearings are held.

    Task Forces can submit information until June 2nd and then all information will be copied for the June 4th meeting. We assume we will have final regulations by then. (We can hope.)

    If the final regulations are available by Memorial Day, we will make copies for all Planning Committee Members and send them five days before the June 4th meeting.

  7. Miscellaneous

The most recent CEC Discipline Downlink presentation was videotaped at USOE.

 

The next meeting is scheduled for June 4th 9-12 at USOE. A meeting was also scheduled for August 6th 1-4 at USOE. Think Final Regs, Final Regs, Final Regs!
