1. MAE's report from a recent LRP Conference
Official OSEP discipline guidelines will be available by the end of this week. These guidelines will serve as draft regulations until the September draft regulations come out
The draft regulations will be printed in the federal register for a period of 60-90 day timeline at which time, verbal and written feedback will be accepted.
5-6 or six regional meetings will be held across the country. Denver is the closest meeting to provide feedback.
Federal regulations will be in final form in April
We need to issue our draft regs in time for 1998-1999 school year
We can start our regs as soon as we get the draft regs
The EDLAW document is incorrectly numbered
2. National Monitoring Conference Report
IEP provisions are still scheduled to be in effect on 7-1-98
We are pushing on that issue to get them to go in effect for IEPs conducted on 7-1-98 and after.

If we are keeping the end in mind, that means that the end is to implement the Utah agenda not to implement PL 105-17.
Steve talked about the State Improvement Grant activities.
OSEP has directed states to continue monitoring this year as they are continuing to monitor. However, OSEP's monitoring activities will consist of helping states develop IDEA '97 Reauthorization Implementation Plans. Similarly, USOE will help districts develop implementation plans.

(Each Task Force is asked to meet during that week in Salt Lake City)
Before October 1st, each Task Force needs to draft a set of questions they would like to ask OSEP to answer during the week of October 20th.

The Discipline and IEP Task Force co-chairpersons briefly reported on the progress of the two task forces. Issues discussed include:
Whether the state rules will come out of the work of the task forces
How the term "general curriculum" should be defined.
How the general curriculum apply to students with severe disabilities?
Steve reminded all of the Task Forces to keep in mind how their discussions and recommendations impact student with disabilities at the preschool level.
