Procedural Safeguards (Parent Rights)

Idea '97 Highlights

Goal A: Provide information to parents and school personnel regarding IDEA '97 procedural safeguards.

Branch of Exceptional Education Education Life Officers/ Special Education Coordinators Schools
-Develop materials that explain rights in a clear language using a step by step approach that includes mediation and due process complaint procedures -Focus on providing information in native language or mode of communication

-Disseminate information, train, support, and monitor

-Provide training to parents at the time of initial evaluation including information about mediation and due process compliant procedures
-Identify/train qualified mediators and due process hearing officers who understand Indian issues and are familiar with Bureau funded schools

-Disseminate list

-Clarify procedures for transferring rights to students at the age of majority, rights of incarcerated youth and incompetency decisions

-Disseminate information, train, support and monitor -Increase home-based contacts with parents

-Building principals must provide strong leadership

-Home liaison and other paraprofessionals can be used to facilitate collaboration

-Develop a frequently asked questions resource document -Provide workshops for teachers and paraprofessionals who disseminate information -Disseminate information
