Approval of minutes

Minutes of the 2/18/98 meeting were approved, with one correction. The first sentence under Report from the Planning Committee should be changed to "Helen expressed concern that the planning committee has chosen to eliminate parental agreement as a requirement for the selection of a hearing officer".

Electronic Discussion Group Activity

There has been no recent activity.

New Reference Materials

Helen distributed an announcement for the conference entitled "Choose to Thrive, Not Simply Survive - A conference for parents of people with disabilities". Steve distributed the latest version of IV.D. Surrogate Parents and II.C. Complaint Resolution Procedures. A copy of the current State Complaint Procedures was also shared.

Report from the Planning Committee - Steve and Helen

The committee has not met since our last meeting. They will meet on 3/17/98.

Other Items

We reviewed the latest draft of the due process hearing section, as well as the draft of the surrogate parent section. Steve will rewrite these sections and have them available at our next meeting.

We also reviewed the State Complaint Procedures taken from the current Utah Regulations. We made several wording changes. We are adding several missing sections from the federal draft regulations needed in our new state regulations. We are adding a two step complaint process similar to the one found in the due process procedures (i.e. LEA and SEA complaint levels).

Several members of the group expressed concerns over assigning sections of the draft to individual task force members for developing the user’s manual. After some discussion, it was decided to assign sections and simply take our best "stab" at the information. If we can create an initial draft to work from, the group can help each other to fill in any gaps and develop a more finished product. The assignments are as follows:

Member assignments for next meeting

Task Force members assigned sections of draft will begin developing the user’s manual. Information could focus on areas such as: checklist items, recommendations, glossary items, questions and examples. The entire group can fill in any missing pieces.

As we work through our section, we should also be looking for any additional needed changes in the draft.
