Approval of minutes

Minutes for the 3-5-98 meeting were approved.

 

Electronic Discussion group activity

Several draft sections for the user's manual have been posted. Since some of us were unable to extract the encoded files, Dixie suggested that in the future, all such items be included as plain text in the body of the email message, rather than as attached formatted files.

 

New Reference materials

Steve distributed a draft of the State Complaint Procedures. In addition, user's manual drafts were distributed for the following sections:

300.503-300.504 - Prior Written Notice, Procedural Safeguards, Parental Consent;

300.515 - Surrogate Parents;

300.561-300.575 - Confidentiality;

300.502 - Independent Educational Evaluation;

300.660-300.662 - State Complaint Procedures.

 

Discussion Items

 

Report from the Planning Committee - Steve and Helen

The last Planning Committee meeting consisted primarily of status reports. Randy Schelbe is putting together the state rules from sections drafted by the task forces.

 

Other

Review of the draft user's manual began with the section on surrogate parents. This sparked a discussion on exactly what it is we are supposed to be drafting, and to what level of detail. It was decided that we need to seek guidance from the Planning Committe on these issues. We did finish reviewing the section, and Jerry will post an edited version to the electronic discussion group.

 

Recommendations/Questions for the Planning Committee

The Planning Committee is asked to address the following questions:

- Including both quality and compliance items in the user's manual may be confusing to some people; should these be in separate documents?

- Should the compliance checklist items drafted by the task forces be comparable in level of detail to items in the current PAR checklist, or should they be more general?

- Should "Explanation of checklist items" include the anticipated source of the date (e.g., student file, LEA application)?

- Does each section require a separate purpose statement, or may these be combined where it seems to make sense to do so?

Three meetings have been scheduled, as follows:

* Monday, May 11, 1998, 12:00 noon - 3:30 p.m., ULRC;

* Tuesday, May 19, 1998, 9:30 a.m. - 12:30 p.m., ULRC;

* Tuesday, June 2, 1998, 1:00-4:00 p.m., ULRC.

 

Member assignments for next meeting

All members will review the draft sections distributed at the April 21 meeting. Those who have not yet finished drafting their assigned sections will continue to work on them as well.
