Approval of minutes
Minutes for both the April 21 and the May 19 meetings were approved, with the following correction: "Christiansen" (as in Jerry) should be "Christensen".
Electronic Discussion group activity
There has been no listserv activity since the last meeting.
New Reference materials
Jerry reported on his review of some of the mediation materials provided by Jack. He said that the video looks good and recommended listing it as an additional resource in the mediation section of the user's manual.

Report from the Planning Committee
The Planning Committee has not met since the last Procedural Safeguards Task Force meeting.
Other
Steve presented a modification to the proposed state rules concerning state complaint procedures. The new version specifies that complaints will be heard first by the LEA serving the child; if the complaint cannot be resolved between the complainant and the LEA, the state will hear the complaint. The procedures and requirements are essentially the same for both levels.
We continued our review of the user's manual sections drafted by members of the task force. Included in the review were the following areas: surrogate parents; state complaint procedures; independent educational evaluations; due process hearings; prior written notice, procedural safeguards and parental consent. Review of the section on confidentiality was deferred as Ken (who drafted the section) had to leave early because of a prior commitment.
Edited sections will be posted as included text on the listserv; formatted files will be sent as email attachments to Steve for inclusion in the master document. All task force members will continue to work on completing all parts of their respective sections.
Recommendations/Questions for the Planning Committee
The following questions are being referred to the Planning Committee:
1. Please clarify the requirement for prior notice of initial evaluation results.
2. Please define "new", as used in 300.505(a).
3. Please define "identification", as used in 615(b)(3).
Conclusion
Meeting schedule
A meeting has been scheduled for Thursday, July 9, 1:00-4:00 p.m. at the ULRC. If the final federal regulations do not come out July 1 (as currently anticipated), this meeting may be rescheduled.
Member assignments for next meeting
- Continue working on assigned user's manual sections;
- Post included text versions of new material on the listserv;
- Send completed sections to Steve as formatted email attachments.
