Discussion Items
General recommendations to the Planning Committee
- The group recommends that names of cross-referenced sections not be included in the body of the rules text.
- The group recommends that the Planning Committee look carefully at the current (old) Utah State Rules, to ensure that important guidelines not be lost as a result of adopting the federal regulations as-is (or nearly so) as the new state rules.
- The group asked that the term "electronic", as used, for example, in section 300.509(a)(4), be defined.

The group's working document was further edited. A summary of proposed edits is attached; see "Procedural Safeguards Task Force Summary of Recommendations to the Planning Committee, 12-16-97".

Donna Suter called Mae Taylor to ask whether it is this group's responsibility to develop procedures for filing a state level complaint. Mae said that it is our responsibility, and that we should consider defining a two-tiered system, consisting of procedures for filing a complaint first at the LEA level, and second, at the SEA level. After some discussion, the group concluded that, while complaints should always be processed through the LEA before being presented to the SEA, it may not be appropriate to define formal procedures for processing at the LEA level; instead, the process of handling complaints at the LEA level should be left to the discretion of the parent and LEA involved. The task force members will review procedures in the existing state rules, and be prepared to discuss them at the next meeting.

Meeting schedule
- A meeting was tentatively scheduled for 1-6-98, 12:30-2:30 p.m., at the ULRC.
- Whether or not we meet on 1-6-98, we have a meeting scheduled for 1-20-98, 1:00-4:00 p.m., at the ULRC.
Member assignments for next meeting
- Members will review existing state complaint procedures, and be prepared to draft procedures for inclusion in the new state rules.
- Members will begin drafting the following pieces of the user's manual for sections 300.500-300.517:
* quality items/ best practice recommendations;
* compliance checklist items.
- Steve and Helen will present the task force's recommendations to the Planning Committee at their meeting on 12-16-97. Emily will put together a one-page summary of those recommendations for distribution to the Planning Committee.
- Donna Suter will post the proceedings of the Planning Committee meeting on our electronic discussion group, indicating whether or not our 1-6-98 meeting will take place.
